10 Principles for Perpetual Peace in the 21st Century

The United Nations-based structures are fragile and in need of an urgent upgrade; we should consider this one at the U.N. Summit of the Future in September.

Next year will mark the 230th anniversary of Immanuel Kant’s celebrated essay on “Perpetual Peace” (1795). The great German philosopher put forward a set of guiding principles to achieve perpetual peace among the nations of his day. As we grapple with a world at war, and indeed at dire risk of nuclear Armageddon, we should build on Kant’s approach for our own time. An updated set of principles should be considered at the United Nations Summit of the Future in September.

NATO Expansion: the Road to Cold War and War Itself

In the mid-1990s, I was a professor of international relations at the National War College and a member of the Brookings Institution’s Russian Study Group that held regular off-the-record discussions of key issues. This was an important time when the leading subject for the study group was the question of expanding the North Atlantic Treaty Organization (NATO). The group had rather high level membership from the National Security Council, the Departments of State and Defense, and the intelligence community, particularly CIA and INR, the intelligence arm of State. These individuals were for the most part supporters of the absurd idea that we had won the Cold War and there was a mood of triumphalism and exceptionalism that was obvious in their support for NATO expansion.

Postupně se chýlíme ke konci a někteří jsou možná zklamáni, protože od té knihy čekali něco jiného. Obávám se ale, že na stejný princip či problém budeme narážet znovu a znovu: Kdykoliv poznáte příslušníky finanční, mocenské či intelektuálské elity zblízka, zjistíte, že jsou mnohem hloupější, zbabělejší, méně kreativní a primitivnější, než jste si uměli představit. Chápu, že je frustrující zjišťovat, že nad námi nevítězí géniové zla, nýbrž mentální spodina a chápu, co to udělá se sebevědomím. Ale dříve či později to budeme nuceni akceptovat.
